Bwsip Procurement Specialist

The Government of Zimbabwe (GoZ) has received grant financing from the African Development Bank (AfDB) toward the cost of the Bulawayo Water and Sewerage Services Improvement project, and intends to apply part of the agreed amount for this grant to payments under the contract for a Procurement Specialist.

The services to be provided under the assignment include but are not limited to the following: the Procurement Specialist,will be part of the project implementation team (PIT) and will take full responsibility for procurement under the Project. This will include three primary areas of responsibility:(a) Designing and establishing the procurement function, including the staffing structure, functional allocations, linkages with other departments, training and mentoring, and design of procedures and development of manuals for procurement; (b) Providing on the-job-training, mentoring, and coaching to PIT’s procurement related staff on African Development Bank procurement policies, procedures, and guidelines; (c) Carrying out procurement activities including, among other things, the preparation and consolidation of the procurement plans, preparation of bidding documents and RFP’s, facilitation of obtaining required necessary clearances, preparation of advertisements, responding to bidders' clarifications on advertised contracts and playing a central role in the evaluation of bids and proposals, and contract management. The estimated duration of services is 24 months.

The Bulawayo City Council now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send a CV that provides information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). Required qualifications include: (a) University Degree in Engineering, Economics, Business Administration, Public Administration, Law or other related disciplines of similar advanced degree from a recognized University; Post graduation Degree or attendance of procurement related courses/seminars is a plus; (b) General post-graduation experience of at least ten (10) years, from which six (6) years specific progressive and continuous experience in procurement and contract management activities; (c) Demonstrable good knowledge of procurement policies and procedures of multilateral financial institutions (d) Excellent computer skills in Office tools; knowledge of Project Management and Procurement software is a plus; e) Working experience in Sub-Saharan countries; (f) Fluency in English is required.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s“Rules and Procedures for the use of Consultants”,May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
