Licensing Services

Licensing

We issue business, vehicle, bicycle and dog licenses. These licenses are issued in terms of various Statutes and Council By-laws. Also we are agents of the Central Vehicle Registry and do attend to various issues related to vehicle ownership.

Shop Licenses

To renew a shop license , you must bring the following:

  • The original copy of the shop license for the previous year,
  • A Tax Clearance Certificate (ITF 263) for the current year obtained at ZIMRA offices,
  • A fee ranging between $345 and $700 depending on your business operations
  • Shop licenses for the coming calendar year are renewed before the 31st of December or expiry of the current shop license. A penalty is levied every month after 31 January for a late renewal of a license.

The requirements for a new applicant include having your premises inspected by the Council's Health Inspectors who are located on the 1st floor of Tower Block. There after you bring the following:

  • A Tax Clearance Certificate (ITF 263) for the current year obtained at ZIMRA offices,
  • An approved Trading Permit Application form obtainable from Council's Health Department on the 1st floor of Tower Block.
  • A fee ranging between $90 and $180

You will be issued with a Trading Permit valid for three to six months. During this period you should have been granted an Enabling Certificate by the Town Clerk's Offices which you should use to obtain a full Shop License. For a full shop license you should bring:

  • A Tax Clearance Certificate (ITF 263) for the current year obtained at ZIMRA offices,
  • A valid Trading Permit
  • An Enabling Certificate issued by the Town Clerk's Office and
  • A fee ranging between $345 and $700 depending on your business operations

Liqour License

A person whose business operations require a liquor license should before commencing trade bring the following:

  • The old Liquor License
  • The new Liquor License
  • A Tax Clearance Certificate (ITF 263) for the current year obtained at ZIMRA offices,
  • A fee of $690

Dog License

A person who owns or keeps a dog should have a valid dog license. In order to obtain a Dog License the owner should bring the following:

  • A valid Rabies Certificate obtainable from Government Veterinary Services (Steeldale Road opp. RMS), SPCA and Private Veterinary Surgeries
  • A fee of $8

Bicycle License/Push Carts

Before a person can use a non motorized bicycle or a push cart (scania) on public roads it should have a Cycle License. To obtain one you should bring the following:

  • Your National Identification Card or Passport
  • Your Bicycle's Serial Number (applicable to bicycles only). If your bicycle does not have the serial number you need to go to your nearest police station to obtain
  • A clearance note.
  • A fee of $10

Motor Vehicle Licenses

Motor Vehicle Licenses are renewed on a term by term basis. The first term licenses expire on 31 January, the second term on 31 May and the last term on 30 September of each year. To obtain a Motor Vehicle License you should bring the following:

  • A valid Vehicle Registration Book (CVR4)
  • A valid insurance cover note issued by any registered Insurance Company
  • A fee applicable to the class of your vehicle
  • A penalty for late renewal is levied every month after expiry of the vehicle license

Motor Vehicle Exemption Certificate

IF one's vehicle is under repairs the owner has to apply for an exemption certificate to show that his vehicle is not worth moving on the road. The requirements are:

  • A valid Registration book
  • Application for Exemption Form
  • An application fee of $10.00 per term
  • A penalty for late renewal is levied every month after expiry of the certificate


WARNING:
Failure to produce a valid license will result in prosecution both by Council's Security and Zimbabwe Republic Police.


Motor Vehicle Ownership Issue

Council has been appointed as an agent for the Central Vehicle Registry (CVR). Council is empowered to do the following:

Change of Motor Vehicle Ownership

To effect a change of ownership, the new owner (buyer) should bring the following:

  • The Old Vehicle Registration Book (CVR 3)
  • Old vehicle number plates for the same vehicle
  • A valid insurance cover note issued by any registered Insurance Company in the name of the new owner (buyer) and the vehicle in question
  • A duly completed CVR 4 form (Application for a Vehicle Registration) and signed and endorsed by Vehicle Theft Squad (VTS) who are located at Drill Hall 10th Avenue and Basch Street. (This form is valid for 14 days after endorsement by police)
  • A proof of residence, this should either be a TELONE bill, ZESA bill, bank statement in the name of the new owner
  • A copy of your Identity Card or a valid Zimbabwean passport
  • A Clearance Certificate from ZIMRA (C.C)
  • A fee of $160.00

Change of Number Plates

Council is now allowed to change number plates from numeric plates to alpha numeric. The requirement s are as follows:

  • The Old Registration Book (CVR3)
  • Old Vehicle number plates for the same vehicle
  • A valid insurance cover note issued by any registered Insurance Company in the name of the new owner (buyer) and the vehicle in question
  • A duly completed CVR4 form (Application for a Vehicle Registration form)and signed and endorsed by Vehicle Theft Squad (VTS) who are located at Drill Hall 10th Avenue and Basch Street. (This form is valid for 14 days after endorsement by police)
