NOTICE OF A SURVEY - PREPARATION OF A LOCAL SUBJECT PLAN FOR THE FORMER ASCOT RACECOURSE : LOCAL SUBJECT PLAN NUMBER 20.

(REGIONAL, TOWN AND COUNTRY PLANNING (CHAPTER 29:12 OF 1996)



The City of Bulawayo wishes to inform members of the public and stakeholders that it will be conducting surveys for the preparation of Ascot Local Subject Plan 20. This is in accordance with the provisions of the Regional Town and Country Planning Act (Chapter 29:12), with the aim of producing a Study Report and Written Statement (Policy Proposals).

This further serves as a notice to the public that Makhwezi Development Services (Pvt) Ltd has been appointed by the City of Bulawayo to prepare Ascot Local Subject Plan Number 20. The scope of work involves planning the area as a Mixed-Use Precinct, aligning with the city's Vision and developing appropriate planning and development strategies for the plan area.

The plan area primarily encompasses the former Ascot Racecourse as the project site. However, due to the nature of the project, it is necessary to include a broader plan area, which also includes Woodlands (just east of United Bulawayo Hospitals), Ilanda (immediately south of Townsend High School), Suburbs (immediately west of Milton High School), and the area just north of Bulawayo-Gwanda Road in Khumalo.

The public is hereby notified that Makhwezi Development Services (Pvt) Ltd employees will be present in the area from Monday, 13 November 2023 until the expected completion of the project on 30 April 2024. The work will involve:

  1. Town Planning investigations
  2. Land and Aerial surveys
  3. Land use surveys, including door-to-door and face-to-face interviews or written questionnaires
  4. Engineering and other specialist investigations
  5. Environmental Assessment
  6. Traffic impact assessment
  7. Socio-economic analysis
  8. Public consultation and engagement of various stakeholders in the public and private sectors

Throughout the planning process, Makhwezi Development Services will engage with various stakeholders, including Council departments, local residents, community organizations, and relevant Government authorities, to ensure that the Ascot Local Subject Plan reflects the aspirations and priorities of all stakeholders. The research assistants conducting work in the area will be easily identifiable as they will possess a letter of proof of appointment issued by the City of Bulawayo, as well as an additional letter signed by the Director of Makhwezi Development Services (Pvt) Ltd, providing the company’s contact details.The public's cooperation and participation in the plan-making process would be greatly appreciated, as it is crucial to gather inputs towards the planning and development of the City of Bulawayo.
